It won't be, unfortunately. Either the city will have to run public ramps or work very closely with development to encourage/ensure that happens.

I do think they're a little short sighted on the 'no parking ramps' idea. There should be one, as part of the mixed use site. Think curb without a sidewalk. Jersey barriers are much taller. This type of structure is just a raised curb of concrete.
