At this point I would vote for officially "downgrading" this project to aBRT. I'd rather see White Bear Ave retain the ability to do a 4:3 road diet, with strategically-placed queue jumps for buses at congested stoplights. Nothing about this corridor makes sense for being actual guideway B...

This whole situation really begs the question of why did Walz sign the bill with this provision in it? Heh, bad as that is, it seems less bad than ground-floor apartments downtown like at Edition, etc. Though this one on Como has the added badness of headlights shining right into apartment(s).

In 2019 , Metro Transit took in about 26% of its operating budget in fares. I haven't seen a breakdown on how much it costs to maintain TVMs, etc, but I'm reasonably sure it's not anywhere near $110M a year. Even more frustrating with 10th Avenue is that it wouldn't have been too difficult to acquire a little more ROW along the N/NW side of the street prior to the couple of developments (1001 and 1010 3rd St N) that went in as recently as 2017-18.

I'd be curious if the Hawthorne Ramp could be torn down some day to be replaced by development that would help knit this area together a little better. I'd guess not. The area is guided to stay industrial in St. Paul's 2040 plan. With the light industrial market remaining red hot, I'll bet their current facility will be subleased in a heartbeat.
