At min St Olaf's tower will be 20 story's at min but given the demand and location 27 would be great. Hines has also floated an office idea of the music wall lot they own in the CBD. 17 N Washington is under construction as well as fire station one.
One factor I think thats at play is the on going rebuilds of place burned down in the riots has impacted the construction labor and material market demand.

I think that even pre-Covid, there were lots of indications that the downtown MF pipeline was providing more product than the market needed, at least at the price-points that their pro formas said they needed to get. So it shouldn't be terribly surprising that the pace needed to slowdown somewhat.

Is there a lot of rebuilding going on? On the south side, it's just the under-construction apartments, Wendy's, AutoZone, Arby's/Raising Cane's and the USBank at Lake and 10th, I think. Over the past year for buildings that have been finished its been 2 speed way gas stations,I think a holiday station near the falls, hi lake shopping, the shopping center by the kmart. Not counting the major remodels of target, 2 cub foods and a number of other buildings that were burned but not destroyed that have re opened.
As for under construction: Karmel addition(given that the wall greens was burned down and they added floors to this proposal), 112 east lake st,815 ceder ave, maxlt pawn, the turf club in st paul, the shell station off east lake and park on top of the ones you listed. Thats just off the top of my head. I think the post office as well. They claim the new building off lake st will reopen in the spring of 2022 per fox9.
Maybe not a crazy amount be still a decent number of places that are adding to the demand for labor

I didn't recall anyone even submitting anything after the first RFP that garnered the one response that didn't meet the requirements, but I am pleasantly surprised that seems to not be the case. Probably no imminent news, still early on in the exclusive rights agreement timeline, but they seem to be motivated to come up with a plan for the block.This conversation might be better off in a different thread at this point.
The John Buck Company won the RFQ for the public service block, but there's been no subsequent news about that. They have an extensive portfolio of residential and office towers.

In November, the parking lot that currently occupies this space will be closing so that they can break ground. No word on the construction schedule, but loose rumor indicates that they are breaking ground now to meet the construction start schedule and avoid going back for new city approvals.

Great new to see this actually happening. Long term I wonder what this will mean for the viaduct. Hopefully it will drive demand for the land under it and put pressure on the city to consider its long term future

Given the existence of the railroad tracks, it's hard to imagine the viaduct being demolished east of N. 5th Ave. However, when someday deterioration reaches the point when there's a choice to be made about how much to invest in reconstructing major sections of the viaduct, thought might be given to dropping it to ground level and converting it to a boulevard from west of N. 5th Ave. to in front of the current Salvation Army complex, with intersections at N. 6th Ave. and N. 8th Ave. And since that would entail extending N. 8th Ave. a block southward from N. 3rd St., why not keep going and extend it through to N. 5th St.? Seriously, this would be a major project, and it would be astounding to see government agencies give it any sort of consideration so long as the viaducts continue in good condition.

Maybe someday the southbound section can be turned into an elevated park or parkway terminating at Hall Park in North Mpls. That then connects to 16th which will be a bike blvd and goes to Theo Wirth.. There is already the embankment for a bridge there. Maybe we could put the Farmers Market up there too? This thing will be there for awhile and we need to find alternative uses for it.

Sadly you are all correct that until it reaches a point of major repair the viaduct will remain. I am glad this project will provide some green space for the part of the city has is really lacking even with the new park. If the most recent plans are to be believed it will include a dog park among other space under the viaduct. Maybe even getting it down to one of the bridges for car traffic and repurposing the other one
