Notice the cement base for the street lights on 14th. Does anybody know why they stick so far out of the ground? The light has to rest at least two and a half feet above the surface.

I know -- as I suggested, the study is badly oversimplified and ignores a number of important issues in housing placement. It certainly seems fair to be concerned about over-concentration of income restricted housing. When concentration of such housing is beneficial and when it is harmful, however, is not entirely straightforward.
